BACKGROUNDER PROPOSED RULES CHANGES
Rules Enforcement and Enforcement Protocol with Hearing Procedures
 
The HPMA Board of Directors is proposing a Rule change. Two consecutive readings at the Saturday Board meetings are required for a Rules change to take effect. The first reading was at the April 17, 2021 Board meeting.
 
The second reading is scheduled for the Saturday, May 15, 2021 Board Meeting.
 
This Backgrounder is being provided to allow owners sufficient time to provide input or comments to the Board before the Rule change is adopted.
 
The purpose of this proposed Rule change is:
1.    Modify the definitions for “Rules & Regulations” and “Opportunity to be Heard”
2.    Modifications to Article I and II of the Rules & Regulations - to clarify and provide a warning mechanism for HPMA rule violations, provide an opportunity for an appeal/hearing before a proposed fine is issued and a procedure for requesting an appeal/hearing.
